State forces both violence perpetrators and victims in keeping peace

It is life’s irony that to keep the peace, violence has to be committed.

Monitoring by  Sandatahang Dahas   for the month of July showed while state forces are the consistent top perpetrator of state-related killings, they also bear the brunt of consistently having the most injuries in such incidents.

The Sandatahang Dahas (Armed Violence) Project is a monthly monitor by the UP Third World Studies Center on reported state-related violence. Specifically, this pertains to killings and injuries caused by and inflicted on duly-designated gun-bearing members of law enforcement organizations or a public security agent in the Philippines.

June 2025

June was deadliest month for CPP-NPA- Sandatahang Dahas monitor

Nearly half of the 38 killed in June were alleged insurgents making last month the deadliest for the Communist Party of the Philippines-New People’s Army halfway through 2025 based on Sandatahang Dahas, a monitor by the UP Third World Studies Center.

In June 2025, the Sandatahang Dahas monitor recorded 52 cases of state-related violence: 38 killings and 14 injuries. The killings of the 38 were attributed to the police and the military.

Of the 38, 18 were alleged members of CPP-NPA.

May 2025

State-related violence down in May despite elections-related tensions

The month of May recorded the least number of state- related cases of violence –so far in 2025- with a total of 45 reported incidents (18 killings and 27 injuries), monthly monitoring of Sandatahang Dahas showed.

The biggest factor in the incidents of violence, however, was the May 12 elections with Mindanao as the most volatile area.

April 2025

More incidents of violence by state personnel noted in Luzon in April

The state-related violence recorded by the Sandatahang Dahas monitor shifts its epicenter from Mindanao to Luzon, with the National Capital Region leading with 11 cases.

There were 60 victims of state-related violence in April—26 killed and 34 injured—fewer than those in the previous month (74). Since January, the government armed personnel remain the leading perpetrators by a large margin for most of these incidents.

March 2025

Mindanao continues to be volatile despite ‘insurgency-free’ areas

Mindanao remains the epicenter of armed violence in the March 2025 Sandatahang Dahas’ mapping of state-related fatalities and injuries despite some areas previously considered by the government as low-risk or “insurgency-free.”

The total number of victims of state-related violence in March is 74: 40 killed, 34 injured. This is 21% higher than that of February (61) and 32% higher than that of January (56),

Mindanao accounts for 17 of the 40 killings and 15 of the 34 injuries.

February 2025

State-related killings in February up with police in the lead – Sandatahang Dahas

Violence involving armed government personnel registered an increase while the police continue to lead in the killings of civilians who are subject of their operations, monitoring by Sandatahang Dahas’s for February 2025 showed.

In February this year, there were 61 recorded cases of state-related violence (25 killings, 36 injuries) compared to 56 last January (31 killings, 25 injuries).

January 2025

Majority of 31 killed in state-related violence in January 2025 attributed to police- Sandatahang Dahas monitor

The year 2025 started with 31 persons killed in state-related violence for the month of January with more than half of the casualties attributed to the Philippine National Police, monitoring by  Sandatahang Dahas of the UP Third World Studies Center (TWSC) showed.

Mindanao experienced the highest concentration of violence, according to the same monitoring report.
