Uncovering the factors contributing to the spike of violent law enforcement in the Duterte
administration requires a research that carefully combines both structural and contextual
levels of analysis. The study analyzes the subnational political dynamics of the war on drugs
in a district in Iloilo City chosen for the uneven spread of incidences of violence. Fieldwork
consisting of focus group discussions and key informant interviews with barangay officials
were conducted in three barangays. Preliminary data analysis of the process of crafting the
drug lists demonstrates several variations in their preparation, confidentiality, and outcomes.
